OT2 and custom server side REST APIs

"On Failure" "Continue to transition" has no effect in a Write to Repository activity in xcp
In my stateless process there's a Write to Repository activity that executes the query: "CREATE dm_folder OBJECT ...". When the folder already exists, the process fails at this activity even though on the "Execution" tab "On Failure" is set to "Continue to transition". Is this a bug?
