Editor rejecting article sets status to "inactive"

We are using a very slightly modified version of the standard configurable_author_submit.wft. When an Editor rejects an article, the job is returned to the Author, and the job appears in their queue, with owner set to "Assigned to me", but in the Editor's workflow Job queue, the workflow job stays there with the status set to "inactive" and the owner is still the Editor. Is this correct?
