Remove Job menu item

TeamSite 5.5.2.

Currently, in our environment the only role that has the "Remove Job" item available in the Job Options menu by default is Master. Is there a way to add that menu item (Remove Job) for task owners? Or at least add that menu item to the Administrator (admin) role?
