IWSUBMIT and OVERWRITE

So, how can I make IWSUBMIT act like if I was in the GUI and checked the OVERWRITE checkbox and did a SUBMIT DIRECT?

I know about [-W|-X] options but for some reason neither work. I get failures in the submit task saying there are no changes though it shows up modified.

I am using a file list to do a large or small submit. I've had both fail consistently. The only way I got around it was to either TOUCH the file so that it really did think it was updated or go into the GUI and force the OVERWRITE that way.
