iwsubmit and permissions

Hi, we're using iwgen and iwsubmit to autogenerate and submit a file to another branch and workarea/Staging area from within a TPL.
This is my Scenario:
Branch1 / WA1 / DCR1 ->TPL1-> iwgen with TPL2->Branch2 / WA1 / DIR1/ SUBDIR1 / JSP2-> iwsubmit->Branch2 / Staging / DIR1 / SUBDIR1
The user belongs to a group GROUP1 which has full privs in SUBDIR1 in B2 / WA1 and B2 / Staging, and Read and Execute privs in DIR1 in B2 / WA1 and B2 / Staging.

My problem: iwsubmit does not submit the file to Branch2 / Staging unless I give the user full privs to Branch2 / Staging / DIR1 which I don't want him to have.

Could some one please explain the rationale behind privs when using iwsubmit?
