iwwft_available.ipl error code 2 trying to execute

So there are only like 3 other posts that mention this script and only one of them relates to my problem.... PreSubmit: error code 2 while trying to execute iwwft_available.ipl ...

I discovered the deploy for the files from TeamSite into the wft directory was changing the owner, I fixed this and it still gives this error ...

any ideas what could cause error code 2? is it permissions, the permission bits are 775 ... owned by root and group of daemon ...
