does anyone not inherit lower roles ?

Pet peeve:

I request make smitty an admin. Smitty gets placed in the admin.uid but not in editor and author. So I go back and request editor and author access as well.

(I have seen this at many new installations or new admins).


So there are 2 reasons why IW would not do this: 1 - it is too difficult (doubtful), 2- companies have users with higher access but not the lower access. (again doubtful)

So before I put it in the suggestion box, does anyone set a user as a higher role and NOT the lower roles ?
