iw.local in Windows?

It's been a while since I worked on Solaris but I noticed a post that mentioned iw.local for controlling triggers. I can find a reference to it in the Solaris admin guide but not the Windows guide. I wonder if there is anything that corresponds to this on Windows?

I want to have a trigger that runs whenever a file is created. As far as I can tell I can't use iwat because that event is not logged (I am guessing there is somewhere I can configure this event to be logged but I am not sure). So I would use iwatcreate.ipl but I think that has to be configured as an NT service. Rather than having yet another Interwoven service I would prefer to have a config file where I can set this up on all the TeamSite servers.

Is this possible?
