Components Do Not Update Properly Within Pages

I am working with TeamSite 7.1, and have a component with an External and a Prefix:

handleRequest

[/HTML]

The component is used by a template. When the page is updated with the template, the Params element appears in the page, but not the Prefix element, and the Prefix code is not executed.

Has anyone encountered this before?
