File not being deleted from workarea

Hi,
I am working on a custom delete menu item which kicks off a workflow if the selected files are in Staging to delete the files from the Production server using file list deployment. This is incorporated to avoid the mass deletions we had , on two separate instances.When an approver approvers the work and an external task is called to delete the files, instead of deleting the files, the locking permissions are being changed and the file is not being deleted

Can someone please explain me why this is happening??
