We have been using workflows created via workflow modeller fine for 1+ year in CCPRO. Now when trying to switch to CCSTD for certain users, its an unbelievable pain to get workflows working properly...and yes i did RTFM

1) When the user edits a "work in progress" file or creates a new DCR, the wizards go thru the following steps...
EDIT TEMPLATE > NEXT > (tagger screen removed via application_custom.xml edit per iwov docs) > submit/workflow picker step?
if i remove the submit step, the user just gets the option to "keep as work in process" and not select a new job - then nothing happens on the next step, no workflow, etc.

2) if i re-enable the submit step, the user still cannot pick a workflow from the dropdown, and can only do a default "submit" operation
3) if the user clicks the "New Job" under the "Tasks" they then CAN pick a workarea and workflow, but they are never given the option to add files from their work in process! then the workflow just ends with a "Operation successful" screen and has no files attached
4) if the user switches back to CCPRO, they have numerous workflows available via ACTIONS > NEW JOB!
