Customize "Select Next Action" screen in CCSTD?

We are trying to switch our users over the CCSTD, and am running into a few issues

1) how do I customize, the "Select Next Action" after a user fills out a template and clicks "Next"? ive checked both the admin guide and the customization guide, and cannot find anything substantial

2) pretty much, after the user clicks next, i want them to go directly into a specific workflow model, without the Tagger GUI or having to pick an action.

3) the wonderful devnet search pretty much told me i should modify the UI_custom.xml, but we have 7 different versions of this file in our TS share...
\\SERVERNAME\iw_teamsiteopendeploy$\TeamSite\
