Set metadata to a file

System

I would like to set up metadata specified by user who is submitting the file. for example a user submits a .pdf file to production. I want to prompt the user for metadata such as title, currently I am setting metadata as extended attributes of other files by extracting matadata from DCR values but as there is no DCR associated with pdf's this task is more complex.

Teamsite 6.5 sp3
Win2003
