Files not getting deleted from STAGING after I submit the deleted file from the WA

System

We are using custom workflow and open deploy to deploy the files. The workflow as such has no problems but on delete of a file from the workarea and consecutively submitting the file into STAGING nothing happens.

We have doDeletes option in the OD config file set to yes

The default Submit workflow which comes out of the box is being able to delete the file.
