permission on livesite pages, templates, components

Hi

I am trying to restrict a user from creating a page, editing a page, adding more components etc. just standard permissions using the inbuilt roles, author, editor and reviewer. But what i have seen is that a user is not able to do anything other than preview a page if he is not the admin on the branch.

Teamsite: Interwoven TeamSite 6.7.2.0
Livesite : 3.1.0
