Inserting Robots

System

I am trying to insert "Robots" into the .page and I am having some problems. I have a java class (see attached) that I am using to pass the value to the .page via a component. I am edited the fixed-layout.page.xsl file and added the line (see attached). Though my component I am capturing the value and the <meta /> tag for it shows up in the .page file but the value itself is not passed. I just get content="". Am I missing something or is there a better solution. Any assistance would be helpful.
