Funny Characters In A TextBox

I have a regular textbox where users it appears have copied
and pasted data from our website -

What I'm seeing is that such characters such as a ' look very strange when viewed in a tpl - almost like a &upsih character reference sign but not quit.

If I take the same data and paste it in a VFE - since I have html clean turned on - it looks great -

Does anyone know therefore - if a textbox has some kind of clean element I can add to it's tag - or something I can do so that strange characters don't appear
