DCR Form won't instantiate workflow

We have some templates where we go through the data entry form, once we give the DCR a filename, it pronpts you to Submit Now or Later, and if you choose Submit Now, a list of available workflows appears. Since we've locked down the workflows to only be availabe to specific paths for specific groups,sometimes when you go through the steps to enter your DCR form data, once you enter the filename to save the DCR, then *poof* the pop-up disappears. Never asks you to submit now, later, or ever. You can click on the DCR, shoose Submit and then the workflow list will show up and you can instantiate the workflow.

It's weird...this doesn't seem to happen when you have more than one or two workflows available for the path you're in. Here's the snippet from available_models.xml for a workflow where this happens:

Is there a reason why the DCR entry form wizard wouldn't ask you to Submit Now or Later? Do I have a setting wrong somewhere?
