Teamsite Restrict Access Check box unchecking issue

System

we are in the process of migration from Teamsite 6.1 to Teamsite 6.7 sp1
on Solaris.

After migrating the Branches as well as WORKAREA from 6.1 backing store
to 6.7 sp1 , I am seing all for al the branches restrict Access under private being checked, Also I can`t even modify it even as the owner of the branch(s).

iw.cfg:

branch_security=off
workarea_security=on
branch_default_perm=775
workarea_default_perm=775
file_default_perm=664
directory_default_perm=775

I tried wth branch_security being on, I got the same case.
