CDATA tags not passing through to generated XML file

I'm attempting to generate an XML file with embedded CDATA tags. The file is generating fine, but the CDATA tags are being stripped out in the process. I've attached my tpl and the generated XML.

Anyone know what I'm doing wrong here?
