MB 4.6.1 needs .Net 2.0 and 1.1 ?

This is confusing me. I upgraded MB 4.5 to 4.6.1, it spent a great deal of time installing .NET 2.0.

Then I was trying to install the Web Service for MB (same date as the 4.6.1 release) and it tells me to install .NET 1.1

Then it provides me a bad link to MS to get it.

So what is the deal ?
