Another store moving question

Hi all,
I am almost ashamed to ask this since their are so many threads on the subject, but some seem to contradict each other. Be kind to me....
I have a Windows 2000 server running TeamSite 6.5 SP3 with a backend store that is about 7GB. I have a brand new server that I want to install Teamsite 6.5 SP3 on and then move the store to that server.
So here is my question. There seems to be a difference between moving a store and migrating a store, but I'm not quite sure what that is. In the end all I want is the same data (store) on a new server with permissions and extended attributes in place. Here is my migration plan. Feel free to pick it apart:
1. Install the same version of TeamSite 6.5 SP3 on the new server.
2. Re-create all the same local groups on the server that we use for branch permissions. (I'm guess it would have been easier if we used domain groups, but that is where we are at).
3. Make sure the local Administrator account on the new server password matches that of the original server. (I keep reading that this matters, but am not sure why).
4. Create Editions of all the branches on the original Teamsiter server.
5. Disable the store on the new server by running d:\iw-home\bin\iwstoreadm.exe -d default
6. Rename the store on the new server to .old
5. Freeze the store on the original server and copy it over to the new server.
6. Re-enable the store on the new server with the d:\iw-home\bin\iwstoreadm.exe -a default command.
7. Run some kind of utilty that checks extend attributes. (not sure what that is yet)
8. Run some kind of utility that checks permissions on the branches (not sure of that yet either)
9. Test away
10. Rejoice over my victory.
