Error Reading Adapter config file

System

I have a custom delivery adapter that takes in no parameters from the xml config file, but takes them in on the command line. I'm getting the following error. The manual states that it is acceptable to have parameter="" for an adapter. Does anyone know why I'm getting this error? Am I going to be forced to have a parameter? If so, does it have to be a config file? Any help will be appreciated.
