Korean text in templates and xml

I am about to embark on putting Korean characters into TS and then using my presentation to generate xml files that are deployed to our ATG server.

I am looking for some suggestions on what the best method/practice is for this. I am thinking about having the characters be entered in one of these ways. (users entering content only speak and read English, content comes from outside source)

-use Visual Format on my fields and let the users paste the Korean characters in.

-use Adobe CS2, have the users paste the Korean into that page, then view source, copy the &xxxx; characters that it converts to, then paste it into the non-visual format fields

- any other suggestions?

What character encoding should I use for the xml? We are using xml version="1.0" encoding="UTF-8" for our English, French, German and other languages.
