VFE field appears differently for different users??

I've seen it with my own eyes, there is no confusion...

generic summary: given a specific workarea, and a specific template, with a specific VFE configuration file, there are at least 2 known users that see it differently than all other users...

specific case: the "generic" template has a VFE configuration file that calls for the "apply styles" function, to give users the style dropdown...I can see it, and other users can see it...but there are a couple of users who can not...they can get in to the template, and have no problem getting into the VFE field, but the "styles" dropdown is the only thing missing from the VFE toolbars!

I have even logged on to TS from one of the user's computers, and the style dropdown is missing for me, too...also, when this user is in a different template with a different VFE configuration, which also specifies the "apply styles" command, it has no problem showing up...I have verified the JVM is version 1.5.0_04, which is supported...we're on 6.7.1, windows 2003...

anyone else experienced the VFE configuration appearing differently for different people or on different computers? any ideas what's causing it?
