question of livesite product

System

I have a web application using livesite product.
In the web application had some .page file, and it can be serviced by servlet.

But if I put some new .page file to the web application, it can be used.
I must redeploy the web application, then the new .page can be used.

How can I do something let the new .page can be used, and I don't
redeploy the web application. Does the key is about cache of JCS?
How can I set the configuration of JCS?

In my mind, I think the .page is a little like .jsp, they will be serviced by Application Server or servlet. I don't change any thing about servlet or configuration of Web application. Why I need redeploy the web application?

Does somebody have any suggest, please tell me, thanks.
