making an index page

OK, doing the typical index of sub pages made with templates. Easy enough, I know how to create the page.

What I have not decided is what is the best way to invoke the creation of this page ?

I have though of the following ideas, just curious what other people thought:

Invoke during workflow, when a DCR is submitted, then auto generate this page. (I am currently leaning to this approach)

Write a perl script to generate the page & invoke (either in WF as above or custom menu item), currently this is how I am doing it.

Create a dummy DCT and TPL that generates the page (runs the perl from above)

Whenever the other DCR is generated, kick off the perl script from above and regen the index as well.

Thoughts ? Opinions ?
