Versioning Files but keeping modification status

currently when you submit a file and it is added to the staging the modification status is changes so when you select "My Modified Files" the ones that were submitted won't show up in the list. Do to this feature alot of our developers don't submit files till the last minute. This causes problems with properly versioning the files for backup purposed.

I want to create a workflow that will submit the file(s) to staging but also keep them in a modified state so they show up in the "My Modified list"

Anyone on any suggestions on how I can do this
