Media Bin Service Installation Failure

On Windows 2003 with SP1 installed we attempted to install 4.5 SP2.

Despite no errors being reported, the Media Bin Server Service was not created.

The only documented cause of this I was able to find was it the Services MMC was active during the installation - this was not the case.

Two questions:

1. Will MB 4.5. SP2 wil NOT run or install correctly under 2003 SP1?
2. Is there any other known reason for the service to failure to register without generating any error message.
