IRM 5.1 SP2-Copy groups and polcies from one instance to another

I have a couple of queries on IRM 5.1 SP2

We have 2 a few instances on same database of IRM 51 SP2 and have groups and policies already set up .We wanted to  create a new instance and replicate all the objects of another instance

1. Is it possible to copy the Groups and Policies from one instance (X) to another instance (Y) through backend (SQL queries)?
2. If we can copy it, will IRM work in Y instance for already encrypted documents in X?
