iwwftodo.cgi Operation not permitted

TS 6.1 - Solaris

One of the users who has admin privileges logged into the TS6.1 and he can't able to approve a file. Getting error

"iwwftodo.cgi Operation not permitted”

Couldn't do transition Approve: Operation not permitted
