Set all default pastes in VFE to "paste text"

ive scoured the guide and have been unable to find a way to set all pastes into the VFE to "paste text"...

i.e. control-v, etc

the only way i was able to do it is if a user right clicks in the vfe, then selects "paste text"

the issue is our users are pasting in all kinds of code from ms word and its not being cleaned/formatted properly
