Lock and Unlock DCR

Hi,

I am using teamsite 6.5

After generating xml file from the form, i am trying to lock the files in Master account.I am not able to lock.I went to Menu "Action" ---> Lock, but my dcr is not locked.Another question if i lock my dcr Other account holders like author editor by right cannot edit right.
