Extra Page In Workflow (SingleEditContent.jsp)

When submitting files to a workflow in CC Standard, the users see an extra screen (metadata page) being displayed before they select the workflow they want. This page is not displayed in CC Pro. The page is http://teamsite/iw-cc/metadata/taggerui/SingleEditContent.jsp.

Why is this page being displayed and how can I disable it?
