iwextattr does not set xml file to dcr

Hi all,
We've just installed 6.5, and have moved over some templates from our 6.1 version. I tried setting the extended attributes at the command line to set them to type dcr, but even though the extended attributes appear to be set, the dcr won't open in the gui. It asks me to download it, so it is not recognizing the extended attribute. Is anyone having similar difficulties? We have moved dcrs before, and never run into this problem.

/opt/interwoven/teamsite/bin/iwextattr -s Teamsite/Templating/DCR/Type=olb/help /iwmnt/default/main/OLB_HELP/WORKAREA/Development/templatedata/olb/help/data/importTest2.xml

Looking in the GUI, properties of this file, the extended attribute is set correctly. Clicking on it in the GUI does not open the template.

Any ideas?
