VFE question

System

So far in this career I've done a pretty good job of avoiding VFE configuration, but now it looks like I have to get into it. VFE here is configured to use a custom css. If the user selects text and selects one of the styles in the drop-down, the content looks fine in WYSIWYG mode. Switching to HTML source mode, the selected style is NOT present around the text (there is no styling), but I also see html, body, etc. tags that don't seem like they should be there. Switching back to WYSIWYG and it looks styled. Looking at the DCR and the output file, the actual markup seems to be <h2> (with no html/body tags), not a p, div or span with the selected class. The user reports that sometimes when they generate there is no styling a all in the generated page even though they styled the text in VFE. Is there an explanation for this?
