file/dir properties in TS6.1

I was playing with TS6.1, changing the permissions to files & directories and then I went in the professional interface to check the properties and I noticed that in the properties somtimes it's possible to modify the owner and the group for a file or for a directory !!

That's amazing ! I don't really understand the use of this since whatever you define in the submit.cfg can be changed by some users !
Also I don't understand what's the rule to define which users can do it and which users can't !
