iwxml_validate.ipl question

Hello Everyone,
I am working on Teamsie 5.0.1 on Win2000 OS, i am trying to run my iwxml_validate.tpl command to check the validity of the templaitng.cfg file and my presentation template file *.tpl. Well when i am doing it from the Y:/main/workarea/> its giving me an error saying that it can't recognize the command, so i go to bin directory under my iw-home, this will still pose me errors saying that this command is not executable. can you please suggest me why its doing this? I have done the validation using the right CLT i guess. Please suggest.
